
The DGFT has issued Public Notice No. 36/2025-26 dated December 10, 2025, notifying the revised and updated list of Pre-Shipment Inspection Agencies (PSIAs) as approved by the 27th Inter-Ministerial Committee (IMC) held on 25 June 2025. The changes have been incorporated in Appendix 2G and Annexure 2G of the Foreign Trade Policy (FTP) 2023.
The Public Notice consolidates approvals relating to:
- Enlistment of new PSIAs under Para 2.52(e) of the Handbook of Procedures.
- Renewal of recognition of existing PSIAs.
- Approval for addition of inspection instruments/equipment.
- Change of head office addresses wherever requested and verified.
New PSIAs Empanelled
As per the recommendations of the IMC, DGFT has approved the empanelment of the following new agency:
- Horpisaa International Global, New Delhi — approved for enlistment with one spectrometer.
Another case concerning M/s NI-MET METALS INC., Canada was placed before the IMC. Based on the comments of AERB and court-related directions, the request for renewal has been approved subject to compliance.
Existing PSIAs – Approval for Additional Instruments
DGFT has approved numerous additions of radiation survey meters, spectrometers, and explosive detection systems for existing PSIAs, subject to conditions such as submission of updated calibration certificates, photographs of instruments, and AERB comments wherever required.
These approvals cover PSIAs such as:
- Solitary Consultant Pvt. Ltd.
- SAP Engineers and Surveyors
- Seacor International LLC
- Nectar Inspection Services LLC
- Bros Engineering Services
- Melt Enterprise Ltd.
- Wayship Technical Solutions Worldwide Pvt. Ltd.
- Valmark International, among others.
Change in Registered Head Office Address
DGFT has approved the request of:
- BROS Engineering Services, approving a revised head office address in Chennai.
Updated List of Empanelled PSIAs
The revised Appendix 2G (Annexure-B) includes the complete list of recognized PSIAs along with:
- Head office addresses
- Email details
- Corresponding Public Notice numbers
- Validity of recognition
This updated list incorporates changes approved by the IMC, including validity extension in cases where recognition has been renewed for three years or for the period specified.
Compliance with Court Directions
The Public Notice states that all directions issued by the Hon’ble Courts in related writ and contempt proceedings — including those concerning timely processing of renewal applications — have been duly complied with.
Operational Requirements for PSIAs
As reiterated in the notice, recognized PSIAs must ensure:
- Maintenance of valid calibration certificates.
- Submission of valid bank guarantees.
- Updated information on the DGFT portal regarding instruments and operational areas.
Conclusion
DGFT’s update strengthens the regulatory mechanism for pre-shipment inspection of metal scrap and other sensitive consignments to ensure safety, compliance, and transparency in import-export operations. The revised empanelment list and approvals are now effective as notified.
