DGFT Permits Personal Carriage of Gems & Jewellery Parcels Through Ahmedabad Airport

The DGFT vide Public Notice No. 33/2025-2026 dated December 01, 2025, notified amendments to Paragraphs 4.87(a) and 4.88 of the Handbook of Procedures 2023 with immediate effect.

As per the revised provisions:

  • Personal carriage of gems and jewellery parcels by Foreign Bound Passengers from all EOU/SEZ units and all firms in DTA is now permitted through Ahmedabad Airport, in addition to the already permitted airports — Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bangalore, Hyderabad and Jaipur.
  • Personal carriage of gems and jewellery import parcels by Indian Importers / Foreign Nationals for delivery to EOU/SEZ units and DTA firms is likewise now permitted through Ahmedabad Airport, following the same import procedure as air freight consignments.

The facilitation aims to:

  • Enhance ease of doing business for the gems and jewellery sector.
  • Provide greater operational flexibility to exporters and importers.
  • Strengthen logistics and trade infrastructure in western India.
  • Reduce turnaround time and transaction costs for industry stakeholders.

Effect of the Public Notice

With this amendment, import and export of gems and jewellery parcels for personal carriage are now also permitted through Ahmedabad Airport, expanding the list of operational airports for the sector.
