Govt Seeks Industry Data for Review of RoDTEP and RoSCTL Rates

The Government of India, Ministry of Finance, Department of Revenue, through the Central Board of Indirect Taxes and Customs (CBIC) – Drawback Division, has issued a letter (F.No.602/5/2025-DBK dated 31st October, 2025) requesting the submission of detailed data for the review of Remission of Duties and Taxes on Exported Products (RoDTEP) and Remission of State and Central Taxes and Levies (RoSCTL) rates.

Earlier, vide Order F.No.602/5/2025 dated 1st October, 2025, the Government had constituted a Committee to update the recommended ceiling rate schedules under the RoDTEP and RoSCTL schemes. A draft proforma for data collection was circulated on 14th October, 2025, and stakeholder consultations were held on 30th October, 2025 to gather industry inputs and comments.

Following these consultations, the finalized format has been issued for data submission. All Export Promotion Councils, Commodity Boards, Trade and Industry Associations, and Chambers of Commerce have been requested to furnish the required data by 21st November, 2025.

Key Guidelines for Data Submission

  • Data must be certified by the manufacturer and their Chartered Accountant/Cost Accountant.
  • Each submission should include supporting documents, such as tax invoices of inputs used, shipping bills of exported products, and relevant State Government notifications on levies like electricity duty and mandi tax.
  • The compiled data should be submitted in MS Excel format and sent to rodtep.dbk@gov.in.

The data format annexed to the letter comprises:

  1. Part 1: General information related to the manufacturing unit.
  2. Part 2: Details of items covered under the RoDTEP Scheme.
  3. Part 3: Information pertaining to export goods under the RoSCTL Scheme.

This exercise aims to ensure a comprehensive and accurate revision of remission rates, reflecting current input taxes and levies, thereby supporting exporters under the RoDTEP and RoSCTL frameworks.
