Constitution of Import Facilitation Council under the Chairmanship of Director General of Foreign Trade (DGFT) to Strengthen Import Resilience and Supply Chain Coordination

The DGFT issued Office Memorandum vide No. 01/89/1806/6/AM-25/PC-2(A) / e-44441/181 dated November 04, 2025, has constituted an Import Facilitation Council under the Chairmanship of the DGFT to support importers by identifying alternate suppliers, assessing import dependencies, coordinating stakeholder responses to supply disruptions, and suggesting policy measures for resilience. The Council includes representatives from key government departments, trade bodies, and industry associations, and will meet periodically to review import-related issues.

The undersigned is directed to inform that in pursuance of the directions of the Cabinet Secretariat, it has been decided to constitute an Import Facilitation Council under the Chairmanship of the Director General of Foreign Trade (DGFT) in the Department of Commerce.

The objective of the Import Facilitation Council is to provide institutional support and guidance to importers by –

Identifying and disseminating information on alternate suppliers, both domestic and international, for critical imported products;

  • Assessing import dependency and potential vulnerabilities in key supply chains;
  • Facilitating coordination among stakeholders to address disruptions arising from trade restrictions or global supply constraints; and
  • Suggesting policy measures to enhance resilience and self-reliance in import-dependent sectors.

The composition of the Import Facilitation Council will be as under:

i. Joint Secretary or equivalent Officer, Supply Chain SMD, Department of Commerce.

ii. Joint Secretary or equivalent Officer, concerned Product Division of the Department of Commerce.

iii. Joint Secretary or equivalent officer from CBIC.

iv. Joint Secretary or equivalent officer from the Rules desk, TNM WTO division.

v. Joint Secretary or equivalent officer concerned Line Ministry.

vi. Director General / Additional Director General, FIEO.

vii. Representative from CII and FICCI.

viii. Chairman / Regional Head of EPC / Agency concerned with the product.

The Council shall meet periodically to review issues relating to import facilitation, supply chain disruptions, and availability of alternate sources of supply.
