DGFT Notifies New SION for Mobile Phone Exports, Streamlining Advance Authorisation Process

The DGFT has issued Public Notice No. 25/2025-26, dated October 10, 2025, announcing the fixation of a new Standard Input Output Norm (SION) for mobile phones. This significant update, SION No. C-2049, falls under the “Engineering & Electronic Items” product category and is set to streamline the export process for mobile phone manufacturers. The notification, issued in exercise of powers conferred under Paragraph 1.03 of the Foreign Trade Policy 2023, aims to enhance ease of doing business and expedite clearances for exporters.

The new SION C-2049 provides a detailed list of over 70 input items required for the manufacture of mobile phones, specifying the “Quantity Allowed” for each. This comprehensive list includes crucial components such as accelerometer sensors, acoustic filters, backlight LED driver chips, various connectors (BTB, cable, USB Type C), camera lenses and modules, capacitors, resistors, and a wide array of integrated circuits (ICs) like audio amplifiers, operational amplifiers, RF switches, and power management chips. Other specified inputs range from display assemblies and memory components (DRAM, eMMC) to various types of filters (ceramic, RX, TRX) and structural elements like machine screws, conductive cloth, copper foil, and rubber sleeves. The quantity allowed for most items is “Net-to-Net,” ensuring a direct correlation between input and output, while certain components like connectors, capacitors, and various foams allow for a 1% wastage, designated as “Net + 1%.”

The immediate effect of this Public Notice is particularly beneficial for exporters. With the notification of SION C-2049 for mobile phones, Regional Authorities (RAs) are now empowered to directly issue Advance Authorisations. This eliminates the previous requirement of referring individual cases to the Norms Committee, thereby significantly reducing processing time and ensuring greater uniformity and efficiency in the clearance process for export items. This move by the DGFT is expected to provide a substantial boost to mobile phone manufacturing and exports from India, supporting the “Make in India” initiative and enhancing the competitiveness of Indian products in the global market.
