
Jammu and Kashmir has recorded total revenue receipts of 8,860.52 crore rupees up to August 2025, including 6,095.52 crore rupees in tax collections and 2,765 crore rupees in non-tax revenue, according to official figures.
On the tax front, the Goods and Services Tax (GST) emerged as the largest contributor, generating 3,408.14 crore rupees, which accounts for nearly 56 percent of total tax revenue.
Other major contributors include excise duties at 861 crore rupees (14.1 percent), Motor Spirit Tax at 708.67 crore rupees (11.6 percent), water usage charges at 380 crore rupees (6.2 percent), transport sector taxes at 370 crore rupees (6.1 percent), stamp duty at 287 crore rupees (4.7 percent), mining at 49.52 crore rupees (0.8 percent), and water supply charges at 31.19 crore rupees (0.5 percent).
Officials attributed the steady inflows to a combination of widening the tax base, stronger compliance measures, and digitisation of revenue processes. Initiatives such as e-stamping, the e-Abgari platform for excise, risk-based e-way bill verification, and scrutiny of red-flag GST cases have played a significant role in improving efficiency and reducing leakages.
The Economic Survey of Jammu and Kashmir indicates a continuing upward trend in tax revenue, with collections rising from 12,335.47 crore rupees in fiscal year 2022-23 to Rs 13,903.22 crore in 2023-24.
GST has particularly benefitted from the expansion of the dealer base, which grew from 115,894 in 2019-20 to 216,033 by January 2025, while active registrations more than doubled to 151,288. This reflects both improved compliance and the formalisation of previously unregistered businesses.
A senior finance department official said that the combination of policy reforms and technology-driven measures has delivered strong results and that the momentum in revenue collection indicates the Union Territory is well-positioned to meet and potentially exceed its fiscal targets for 2025. Economists noted that the increase in revenue will provide the government with greater fiscal space to fund infrastructure, social welfare, and development projects while reducing dependence on central grants and borrowings.
